Publicarea corespondenței secrete a misiunilor diplomatice americane continuă. Este și cazul misiunii din R. Moldova, despre care apar informații foarte interesante. „Criza politică care a paralizat Moldova, una din cele mai sărace țări de pe continent, continuă. Dacă scena politică moldovenească este de o complexitate particulară, agravată de ingerința mai mult sau mai puțin discretă a Rusiei, culisele sale dezvăluie practici mai puțin ortodoxe, demonstrate de mai multe telegrame ale Ambasadei SUA la Chișinău, scrie publicația engleză The Guardian, citând documentele WikiLeaks.

Potrivit acestora, la 7 septembrie 2009, liderul Partidului Democrat, Marian Lupu, s-a întâlnit cu președintele comuniștilor, Vladimir Voronin, pe atunci șef de stat.

În ajunul demisiei sale, Voronin  a încercat să-l convingă pe Lupu să creeze o coaliție de centru-stânga, cu condiția că, Lupu va fi președintele țării, Voronin – speaker al Parlamentului, iar Zinaida Greceanîi – prim-ministru.

Refuzat de Lupu, care a părăsit rândurile comuniștilor în iunie 2009, Voronin i-a propus 5 milioane de dolari pentru a forma o coaliție cu PCRM.  Fiind refuzat pentru a doua oară, liderul comuniștilor i-a propus deja 10 milioane de dolari liderului democrat. Marian Lupu a formulat o contraofertă, sugerându-i lui Voronin să obţină cele opt voturi necesare pentru alegerea sa în Parlament, în schimbul imunităţii acordate lui şi familiei sale.

Potrivit documentelor WikiLeaks, această întâmplare a fost relatată ambasadorului american de însuși Marian Lupu, care a declarat că nu poate accepta o asemenea ofertă. Voronin, la rîndul său, a recunoscut că a avut două întâlniri cu Marian Lupu, spunând că acesta s-ar afla sub influență externă, putând fi vorba de Rusia, SUA sau România.

Din cele relatate ambasadorului american, Lupu a plecat la 12 august la Moscova, tranzitând în secret Budapesta, unde a fost supus unei testări psihologice, într-o cameră de hotel. Liderul PD a relatat că a fost supus unui interviu de două ore, fiind întrebat de poziția sa față de imunitatea lui Voronin, neutralitatea Moldovei și școlile rusofone din Moldova.

Potrivit documentelor și spuselor ambasadorului american, Lupu s-ar fi întâlnit în Frankfurt la 5 septembrie  2009 cu un reprezentant al președintelui rus, Dmitri Medvedev.

Lupu a declarat că rușii sunt îngrijorați că Ghimpu ar deveni președinte al Parlamentului și președinte interimar și au dat de înțeles că așteaptă alegerile repetate din 2010. Totodată, liderul democrat le-a spus rușilor că nu trebuie să-și facă griji în privința „unionismului” lui Ghimpu. Lupu le-a spus că va avea grijă de poziția publică a liderului PL, pentru ca acesta să nu facă declarații „nepotrivite”.

Acum cred ca se impun cateva observatii:

Din nota  Ambasadei SUA, aflam cum  insusi  Marian Lupu  ar fi povestit  aceasta istorioara romantica ambasadorului american. Care ambasador a transmis-o mai departe ierarhic la Washington.

Parca vad scena…Patriotul domnu’Lupu, s-a apropiat la o receptie de ambasadorul american si i-a spus soptit:”Nenea ambasadoru’,uite Voronin asta nu ma lasa in pace ,vrea sa ma mituiasca cu 10 milioane de dolari,dar eu sunt corect si cinstit, nu ma las cumparat si rezist la hartuielile Rusiei!”

Miroase tare de tot ca avem de-a face cu o dezinformare, pusa la cale de un anumit „serviciu”,nu-i asa?

Care serviciu?  Nu se stie cine are mari”interese” in zona?

Pe de alta parte,Voronin, cand a fost intrebat despre poveste, “nu ar fi negat”si chiar ar fi dat de inteles ca domnu’ Lupu este in slujba unor servicii secrete straine, poate chiar a celor romanesti!

Simpatic acest domn Voronin,nu-i asa?

Cel mai ciudat este  faptul ca aceasta nota diplomatica apare chiar acum, cand alegerea presedintelui de la Chisinau depinde (ca si in 2009) de doar doua voturi in Parlament,pentru ca Alianta pentru Integrare Europeana are doar 59 de deputati si ii sunt necesari 61,pentru a putea fi ales un presedinte al tarii si pentru a pune capat crizei institutionale care s-a  prelungit de la alegerile din 2009 pana astazi .

Nestiute sunt caile Domnului !

2. (S) In a September 8 meeting with the Ambassador, Presidential hopefulMarian Lupu said that he had been invited September 7 to a private meetingat President Voronin’s dacha at Condrita. In this one-on-one session, theActing President had repeated his earlier proposal (Ref A) for forming agovernment with Voronin as Speaker, Lupu as President, and (current PrimeMinister) Greceanii as PM. Lupu rejected the proposal, repeating his earlier explanation that this scenario would be bad for his party.

Lupu said Voroninasked whether others, such as the American Ambassador, were puttingpressure on him not to compromise – Lupu said he had denied that this wasthe case.

3. (S) According to Lupu, Voronin then suggested that he understood Lupuhad „many obligations,” and openly offered a sum of USD five million if Lupuwould agree to join the Communists.

Lupu said he stated that he was notinterested. According to Lupu, Voronin then doubled the offer to USD tenmillion, which he also turned down. 4. (S) Lupu then turned the tables on Voronin, and proposed guaranteedimmunity from prosecution for Voronin and his family in return for the PCRMproviding the required eight votes for his election as the opposition coalitioncandidate for President. Voronin again suggested that Lupu should thinkabout his proposal, but Lupu said he had no choice now but to stay on hischosen path, and suggested Voronin think about his proposal. 5. (S) Lupu also described for Ambassador a secret trip he had taken onSeptember 5 to Frankfurt to meet with a representative of PresidentMedvedev’s Administration. Most of the meeting focused on Russia’s seriousconcerns about Ghimpu’s pro- Romanian orientation. Lupu said he had givenassurances, telling the Russians not to worry about Ghimpu. The Russian had mentioned the upcoming CIS Heads of State meeting (October 9 in Chisinau)and his concern that Ghimpu, who presumably would represent Moldova (in  his capacity as acting President), would „say something embarrassing.” Lupuhad given assurances that he would personally work with Ghimpu on his public statement and ensure that he not say anything inappropriate. Lupu alsotold the Ambassador that he would tell Ghimpu that he CHISINAU 00000694 002 OF 002 (Ghimpu) needed to be careful in what he said. 6. (S) Lupu said that during his 45-minute conversation with Medvedev’srepresentative, the Russian had several times mentioned the possibility of early elections in 2010.

Lupu presumed that the Russians were getting thisnotion from Voronin, and took it as a sign that the Communists were likelyplanning a strategy of forcing early elections. Lupu Wants Role for His Party in New Government

7. (C) Lupu told the Ambassador that he was concerned about the currentdivision of power within the Alliance. He noted that Ghimpu holds theSpeaker’s job, and would nominate Filat as Prime Minister. If the Parliamentfailed to elect a President, Lupu said, he would be left with nothing. Lupu thusfelt it necessary to secure a visible role for his party in the new government.

8. (C) According to Lupu, not only has the Alliance not yet agreed on thedivision of posts in their coming government, they have not even agreed yeton the principles for dividing the power.

One formula Lupu suggested was thefair distribution of the 16 Minister positions among the four parties , accordingto the principle of equality, i.e. 4-4-4-4. On the other hand, Filat had earlier proposed that the distribution should be by parliamentary strength, along thelines of 6-4-4-2. Lupu noted that a reported proposal that Filat wouldcompromise by offering one position to Urechean, for a 5-4-4-3 distributionwas potentially more interesting, and said he would discuss this withUrechean and Ghimpu.

9. (C) An alternate proposal Lupu suggested for dividing power was to groupthe ministries, i.e. all law enforcement, all social/health, etc., and then divide these up among the parties according to the principle of which party had thebest person for the position. Lupu said that he wanted the position of Minister of Economy for Valeriu Lazar.

He said that he knew that Filat wanted theposition of Minister of Foreign Affairs for Iurie Leanca. Lupu said he had noproblem with Filat’s proposal, and hoped Filat would accept his proposal.

10. (C) In response to the Ambassador’s question about when the Alliance would resolve the power- sharing formula, Lupu suggested that they wouldtalk about it this week. Lupu said that he and his coalition partners would beworking as soon as possible to put together their proposals to have the listready before Greceanii’s government stepped down together with President Voronin on September 14, as is currently anticipated. Comment

11. (S) Though we have often heard stories of bribery and influence peddlingwithin the GOM, Lupu’s claim that Voronin offered him USD ten million to cuta power-sharing deal is the most brazen tale to date. It is possible Voronin didnot believe Lupu would take the bribe, but had to be able to go back to hisparty saying that he had tried everything.

At this point, Lupu, while insisting o nhis loyalty to the Alliance, is clearly not feeling very confident about theunfolding political drama. Lupu fears that the Communists will not vote for him, and that Moldova is on the road to repeat elections.

He may be right. Or on the other hand, politics within the Party of Communists may changedrastically after Voronin steps down as President. This could possiblyencourage the moderate wing within the PCRM that supports giving the votesto Lupu (at least that is the hope being expressed by several o pposition MPs)

  1. sunt sceptic de cele de mai sus srise in articol…. cum adica jigodia asta de lupu a refuzat 10.000.000.00 de dolari de la jigodia de voronin ? da,lupu pt asa suma nu nu mai coalitie facea dar si pe nevastasa o dadea la boldali cu tot cu patul conjugal…. sau poate lupu e shantagabil ? de occidentali ? …………………………………………
